Why don't you specify the
--no-relocate flag while building your package if you are building from the command line. If you are using Packagemaker GUI to create the package, there are checkboxes to specify whether you want to relocate the application files. If you follow any of the above mentioned way, you don't need to modify your PackageInfo file.
