AppleTalk DDP network-wide broadcast

How is this done?

The docs say: "If the network number is zero, node ID $FF indicates either a network-wide or zone-specific
broadcast" but not clear how to specify one or the other.

Do i need to broadcast over every zone or can a single send cover the entire local network?
