how to work with proxy server

Can anyone explain to me how to make my Carbon Open Transport html client work through a local proxy server on OS 9/X? How about smtp/pop?

Last I checked, URLAccess was not reliable enough for OS 9/X Carbon development. Has it been improved and is anyone using it successfully now spec. through a proxy server?
