That would be correct. You can use the API directly or use More Network
Setup from DTS (Quinn) or roll your own wrappers around the API directly.

Note that the Network Setup API DOES NOT work on OS X. OS X uses the
System Configuration Framework. There is also a corresponding MoreSCF.
