ISP Dialer Application question

I'm trying to scope out writing a dialer application to allow users to
connect to various ISP's all over the world.

I come from a Windows background and have little experience with mac
architecture.

What I would like to know is:

[1] Is there an API to get the computer to dial, then start a PPP
session. In windows this would be RasDial(...)? Does it provide status
feedback??

I am aware of OpenTransport but have very little knowledge at the mo. I
would like to ensure that I do this the right way or as you could say
the "mac" way!
