Network Device Naming OS9

On OS9, how is the network device name chosen for an ethernet driver -
the name that shows up in the TCPIP configuration panel? Our name always
gets numbers added to it ... For example is shows up as "USB ADSL Modem
11" ... Where is the 11 coming from - is this decided entirely in the
driver or is OT doing something to the name?
