I wouldn't say so. If you become an open-source member, you can get
ppplib, which would be able to do this as well.
If you download ppplib, I'll help you get up and running with it. It's
very easy.

I do not know about PPPoE, but I believe it has better chances if not
using Open Transport.
-This is due to that PPPoE wasn't really fameous under Mac OS 9, but
already has been implemented on Mac OS X from the beginning.
