Hi,

Mac OS X Server does by default not support AFP connections via AppleTalk.
It uses TCP/IP. The AppleTalk part that responds is only there to allow Mac
OS 9 users to find the server via Chooser (can be turned on and off in
Server Settings > File & Print > Configure Apple File Service > "Allow
browsing with AppleTalk").

I don't know what you need this for (internal or commercial), but there is a
setting in the NetInfo Manager that will allow 'pure' AppleTalk connections.
The settings is config > AppleFileServer > use_appletalk. Be warned that
this settings is said to slow down the server and I haven't tried this
myself.
