NSL Default Neighborhood on OSX 10.2

I am experiencing a problem with NSL running on OSX 10.2. I am trying to
build a list of the base neighborhoods by first calling
NSLMakeNewNeighborhood(NULL, NULL)9 and then calling
NSLStartNeighborhoodLookup with the new neighborhood pointer. Although my
client notifier function is called, the clientAsyncInfo->totalItems always =
0, this I think indicates that a default neighborhood does not exist.
However if I run the same code on OSX 10.1 or 9.xx I get Local Network9. I
have run the NSLMiniBrowser9 sample code and see the same results. Has
anyone got any suggestions as to why 10.2 does not see this default
Neighborhood?
