I looked through the code for OTGetProtAddress and, assuming that you
don't have any outstanding asynchronous requests on the endpoint, the
most likely reason for this problem is a bug in the OT framework
(something has left one of the endpoint locks set). However, I don't
have time to try to reproduce this here myself. My suggestions:
1. File a bug, preferably with a small runnable snippet that
demonstrates the problem.
