Where is 10.0.2.1 coming from? I assume it's related to the
Internet Sharing feature, but how?

No idea. Last time I looked, Internet sharing handing out 192.x.x.x addresses, but that was on Ethernet, not AirPort.

How do I get the IPs in the order the user sees them within
the Network preferences dialog?

There's SCF code to get this information in TN 1145.

Try it out, and let us know how it works in your situation.
