Hum,
1) I don't think it's a good solution. The value returned by this API
would be of no interest in some cases where there's another Firewall
than ipfw installed and running (for instance NetBarrier, FirewalkX or
IPNetSentry).
2) Isn't this a mission for SCNetwork.h?

I tend to agree. The proposal I put in my bug,
<rdar://problem/3320556>, is to provide an API so that an application
can check whether its port is being blocked by the firewall. Thus,
the application can warn the user that they won't be able to connect
to the server from anything other than the local host. This may or
may not be a problem, depending on the user's setup.
Personally I think that an API to open a hole in the firewall defeats
the whole purpose of the firewall. OTOH, I don't make the final
decision on this, which is why I encourage folks to file bugs
describing what they're trying to do and what they want. That way our
networking engineering team can come up with a plan based on a more
complete understanding of the problem.
Still, any such changes are not going to happen in the Panther time
frame.
