Something as simple as a firewall rule could bypass anything you're
trying to do. In addition, the mDNSResponder is open source. Someone
could download it, special case your service, and replace the copy on
their computer with the one that ignores your service. If you decided
to implement something yourself, they could write a kernel extension
that acts as a network filter.
As long as it's in software, there's a way to work around it. That's
not to say that it wouldn't stop most people. It just can't stop
everyone.
