I'm reading the Inside Macintosh PDF for Open Transport and was surprised to

book

No.

or another more up-to-date resource

Information beyond IM:NWOT can be found in the networking technotes and Q&As.

If not, is anything planned?

No. OT is a compatibility API on Mac OS X and thus receives a very low priority as far as documentation is concerned. [Which is perfectly reasonable IMHO. If I had to choose between an improved OT book and *any* documentation on System Configuration framework, I'd choose the latter.] Moreover, version 1.3 of IM:NWOT is surprisingly accurate. On traditional Mac OS there were very few OT API changes after version 1.2, and the Mac OS X OT compatibility library was designed around the current version of the document. The only major API change has been the "InContext" stuff, which is covered in depth in DTS Technote 1173 "Understanding Open Transport Asset Tracking".
