MoreSCF 1.0b3 and Mac OS 10.2.x question

Hi all,

My application needs to detect if a cable modem is connected.
I use MoreSCF to create a new location, set the TCP/IP to "Configure:
Manually",
set the IP Address to 192.168.100.10, and then set it active. Next I do a
ping
192.168.100.1 to detect the cable modem. This works fine on 10.1.x but not
on 10.2.x as
ping always returns with "no route to host" message.

I have verified that MoreSCClose() returned with no error, the new location
is active
(by opening Network preferences), the manual IP address is entered correctly
with
the Subnet Mask set to 255.255.255.0 and Router set to blank. However, if I
make some
change (manually via the network preferences panel) to one of the fields to
enable the
Apply Now button, undo it and click Apply Now, the ping process works fine
after that.

Can any one tell me what I'm missing here?
I'm running on 10.2.3.
