Changing Location without Authentication?

Is there a way to change the current "Location" in OS X without being
authenticated? Is the "Location Menu" somehow authenticated or how does
it work?

Presently I am using the SystemConfiguration Framework, but this requires
authentication.

Thanks for any ideas.
