Patrick,
I just downloaded URLAccessSample and added kURLDisplayProgressFlag to
the URLOpen call, and downloaded an HTTP URL of a file, and got the
built-in progress dialog on 10.2.5.
Two things I noticed.
1. You don't get the progress dialog for FTP.
2. If you click stop on the progress dialog while the download is
happening, you'll never see the progress dialog again. I assume that's
a bug.

Nothing less but nothing more: I suppose that's not a theoretical
statement but was implemented and tested for real by ADC's folk.
In short - that ADC could easily show some code that would work to
expose that alternative to third party developers.
A real alternative would be a fix of bug 2719169 in URL Access but
that's probably asking far too much.
