I have this working now. I made good use of the code samples in:

DTS Technote 1145 "Living in a Dynamic TCP/IP Environment"

With this implemented, I get notified that the IP situation has changed at
about 2 seconds after I pull the network cable out of the socket (which is
exactly the same time that iChat seems to detect it too, so apparently iChat
uses SCF also). Excellent advice, thanks Quinn.
