Mac OS X includes an AppleTalk framework that implements a form of the old AIX AppleTalk API. This is what Print Center uses. It's never been officially supported by Apple, although you can get the source from Darwin and extract the headers from there.

You might also look for a printer-specific solution. You may be able to plug in to CUPS or some other part of the print system. You'd have to ask folks who know something about printing.
