It's been a while since I looked at the details of 'xinetd', but unless something in its design has changed recently, this program does not advertise anything.

It monitors a specified set of ports for incoming connection requests. If these requests match its requirements, it passes the request to a program specified by the configuration file.

now i got it;)
There is no advertising involved.
