How can I get WINS?

Hello,

Is it possible for an application run by a user without administrative privileges to GET the address of WINS, which is set in a "Directory Access" utility?
Is there an API to do that or can I get this parameter from a system configuration file? (Honestly, my quick search did not reveal any such configuration file.)

Let me stress again - I do not want to change this value, but only to get it.
