Listening on the port

Hello,

My Carbon CFM application using Open Transport creates an endpoint for UDP protocol and then binds it to port 137 (to listen to broadcasts in network neighborhood).
I am running Jaguar 10.2.6.
What behavior should I expect if I turn on 'Windows File Sharing'? I mean - in such a case, will I be able to bind to port 137 and listen to broadcasts? Will this require administrative privileges?
And, what problems am I likely to encounter if 'Windows File Sharing' is off?

Regards,

Igor
