Unlike OS X, Mac OS 9.2.x doesn't have a built-in FTP server. I'm not sure what's available for OS9, which has been discontinued several years ago.

FTPd or Netpresenz do the job on pre-X macs.

Googling should scare up a bunch of download sites.
