Does configd do anything involving the hard drive?

I've tried running configd in a verbose debugging mode and have had no luck deciphering anything. There's no time stamps. It never really hangs, but the machine does start to act a bit weird. It only seems to do it (I think) when it's plugged in to a network, and I've tried three different setups.

Any ideas on what might be making it get stuck? Any better places to ask this question?
