Note: this does NOT work (in single user mode):
fsck -fy
mount -uw /
launchctl load \
    /System/Library/LaunchDaemons/com.apple.DirectoryServices.plist
dscl . -delete /Users/localacct AuthenticationAuthority
passwd localacct
exit

Try /System/Library/LaunchDaemons/com.apple.DirectoryServicesLocal.plist instead. Last time I need to do local directory node modifications (to get me out of a serious jam on a pre-release Leopard), this did the trick.
