10.3.0 was the earliest OS X release to natively support 802.1X.
Support was flakey, and many of the machines still had the older
airport cards, so tkip was the only supported protocol for those cards.
Also, there were notorious issues with "mixed mode" keying where the
AP was attempting to do something like set a WEP broadcast key but use
TKIP for the unicast key.
Also, I'm fairly certain 10.3.x had zip in the way of WPA2 support,
and could possibly get confused on a network that tried to be
backwards compatible by having both WPA and WPA2 enabled, though I
could be wrong.
My experiences with early Apple 802.1X were that if you tried to do
anything even slightly off normal you'd end up with all sorts of
connectivity problems.
