System Configuration framework provides a couple of APIs for this:

o SCNetworkInterfaceRefreshConfiguration -- Can't remember when this was added (probably around 10.3) but it's now deprecated in favour of the following.

o SCNetworkInterfaceForceConfigurationRefresh -- Added in 10.5.

You should use these rather than the old MoreSCDHCPRelease technique. That's what the Renew DHCP Lease button does (-:
