However, the below solution is for
"If the server is acting as an internet gateway for clients on your LAN"
And this is not the exact case.

Client and server are in same network but this Server is not acting as an internet gateway for Clients.
However this particular server has power to stop internet access for that particular client.
To do so suppose I will send block internet message on that machine.

And my main aim is to do something on client after receiving a block message that it will not be able to access internet.
And when I pass allow message it will be able to access internet.

So, I don't have exact idea how to do this. i.e what to be done on that stand alone machine that its not able to access internet.

Have you considered a "transparent proxy"?

If the server is acting as an internet gateway for clients on your
LAN, this might give you the flexibility you are looking for.
