Client and server are in same network but this Server is not acting

However this particular server has power to stop internet access for
that particular client.
To do so suppose I will send block internet message on that machine.
And my main aim is to do something on client after receiving a block
message that it will not be able to access internet.
And when I pass allow message it will be able to access internet.
So, I don't have exact idea how to do this. i.e what to be done on
that stand alone machine that its not able to access internet.

There is an open source project called GlimmerBlocker that is used to
block ads. You could look at the source and figure out how they block
html requests.
