It says right on the home page:
GlimmerBlocker is implemented as an http proxy, so the stability of Safari isn't compromised because it doesn't use any hacks. It is even compatible with all other browsers.



Proxying was suggested and rejected earlier in this thread, I think. One issue is that users can generally control their own proxy settings (via the network system pref). Also, some browsers like Firefox ignore the system proxy settings and have their own prefs for setting them up.
