Hello Tom
But proxy should be specified in browser's settings. And a user can
easily change these settings. And also, even if a user can't change
proxy settings not being an administrator, he can install/run another
browser, which doesn't have the proxy specified. And proxy won't work.
As i told, i need to filter all HTTP traffic running through the
machine.

And in case the user is an administrator, will NKE be the only solution?
