Writing a simple networking filter

Hello
I am trying to find a way to write a networking filter for Mac OS X.
This application should intercept all the of browsers requests and if
the IP address/domain matches some specific value, i need to send to a
browser a simple page instead, that tells that a user is not allowed
to go to the site. (This is some kind of parental control)

At what level should i implement this? What manuals should I read? I
am a desktop mac developer, and before have been writing filter
drivers only for Windows. I guess there is a lot of things to learn
for me, but i don't even know where to start.
Could you give me a hint?
