ipfw rules + proxy application  , or change the default wide system proxy settings to point to your proxy application and that's pretty much it.

This application should intercept all the of browsers requests and if
the IP address/domain matches some specific value, i need to send to a
browser a simple page instead, that tells that a user is not allowed
to go to the site. (This is some kind of parental control)

At what level should i implement this? What manuals should I read? I
am a desktop mac developer, and before have been writing filter
drivers only for Windows. I guess there is a lot of things to learn
for me, but i don't even know where to start.
Could you give me a hint?
