There isn't one.  The MIF working group is chartered to develop, among other things, standards for resolving domain names at hosts with multiple interfaces, each with possibly separate DNS horizons.

In the absence of an IETF Proposed Standard document, I would expect the behavior you observe in the field to be subject to change without notice in future operating systems releases.  You may wish to check the mail archives and the Internet Drafts currently in the queue with the MIF working group.

In particular, <http://tools.ietf.org/html/draft-ietf-mif-dns-server-selection> and its related discussion is probably relevant to your interests.
