When a new device is first inserted into a machine for the first time, there is a dialog put up by the OS to tell you about the new device and give you the option of going to network system prefs and configuring the device, or canceling.

If the user cancels, no service is created.

If the user goes to network system prefs and clicks apply, the new service is created and active.

If a new location is created and then the device re-inserted, the dialog is not seen again and the service for the device is not automatically created. The user has to know to go to network system prefs and create a new service.

What controls if the OS displays this dialog or not?
