Officially, no.

This would assume ipfw is available on iOS devices by default and that you could configure it.

One of the difference is that you can't do kernel extensions, daemons and plenty of other cool things (basically system level applications) on the iOS devices:
- it's not supported by the official SDKs.
- it would not be accepted by the App Store review process because it does not comply with the guidelines.
