This is easy. You can't. The iOS kernel is completely closed to third-party developers. The file system (except for your own application files, and even those are restricted) is chrooted away from application developers. Spawning external processes is impossible. You have effectively no access to the system state (except as a client).

Jailbreaking might make some more things possible, but this is an Apple list.
