WiFi programmatical management

Hello!
I need to develop an application  whose one of the purposes would be managing WiFi profiles (it is supposed to intercept what Mac OS configuration does by default and to manage (switch) the profiles in a specific to my organisation's rules manner), be able to retrieve current WiFi signal strength, perform WiFi authentication and connect/disconnect.
Could you please suggest what direction to look at? Is it possible at all on Mac OS X? If yes, starting with what versions?
