Mac OS X has two frameworks that are intimately involved in Wi-Fi management:

o CoreWLAN (since 10.6)

o System Configuration (since 10.1)

I'm not sure if they'll be sufficient for your needs (mostly because I don't really understand your needs) but they are good places to start.
