thank you for the prompt response.
basically my needs are to create a custom wifi profile manager, which automatically switches between wifi locations based on the signal strength and some other factors: i.e., i need to be able to connect/disconnect to and from the access point, perform authentication (including "rare" WISPr 2.0 protocol which i presume is not supported by OS X - I don't know if it is, I couldn't find any info on it yet). I.e., it's an agent which works similarly to System Configuration, but by its own "logic".

Mac OS X has two frameworks that are intimately involved in Wi-Fi management:
o CoreWLAN (since 10.6)
o System Configuration (since 10.1)
I'm not sure if they'll be sufficient for your needs (mostly because I don't really understand your needs) but they are good places to start.
