Whatever happened to Network Link Conditioner on iOS?

iOS devices configured for development used to have a Network Link Conditioner UI in the Settings app. This was really useful for simulating different network environments (bandwidth, latency, packet loss) for stress testing. (There’s a description of it here: http://nshipster.com/network-link-conditioner/ )

However, I can’t find this anymore. I have an iPhone 6+ running 9.2.1, it’s set up for development in Xcode, and there is no Developer section nor Network Link Conditioner in Settings.

Where did this go?
