It's a separate download. Look for Hardware_IO_Tools_for_Xcode_7.x.dmg on the Apple developer site.

However, I can’t find this anymore. I have an iPhone 6+ running 9.2.1, it’s set up for development in Xcode, and there is no Developer section nor Network Link Conditioner in Settings.

Where did this go?
