After some more experimentation, I think I am just up against a bug in FCP. If no one argues otherwise, I will file a bug report. But I would love to be told I am doing something wrong or that there is a workaround.
1. Create a bin with two clips. One clip has audio and video, the other has just audio. Select the bin.
2. Modify > Make Multiclip...
3. Open the multiclip from step 2 in the Viewer and set the active angle to be the video+audio clip.
4. File > Export > XML...
5. Import the multiclip from step 4 via File > Import > XML...
6. Open the imported multiclip in the Viewer.
7. Try to set the active angle to the audio clip. Notice that the Viewer is now showing a slug video and no multiclip. Also notice that the name and icon of the multiclip in the viewer has changed to be that of a single clip.
8. Open the multiclip from step 2 in the Viewer and do the same actions as in step 7. Notice that everything works as expected.

Back story: I am generating a multiclip where some of the clips have no video component. After studying some exported multiclips like that, I concluded that I need to create a slug video node for the audio clips and set stillframe=TRUE for that node. However my multiclip is behaving badly and the only significant difference I have found so far is that stillframe is not there after export. Is stillframe important in this case?
