This has been the holy grail of FCP since pretty much version one. We
have to assume that for a really good reason it is not possible to
make FCP work that way. There are two workarounds:
1 - (as mentioned) have separate user accounts for separate projects
2 - just stop fighting and learn to love the way FCP works - it does
keep separate project's data in separate folders - only four of them.
Like most things Apple, #2 is much less painful in the long term (you
just need a sufficiently huge media drive (pool))
