Having looked more into this, I think the easiest thing is going to be
using a shell script to force open the XML file in FCP rather than the
assigned default app.

You can "Get Info" on the file, twiddle down the "Open With"
arrow, and select Final Cut for a specific file, or for all XML
files. There is probably a corresponding shell command, but I'd
have to look it up. Did you need a shell command, or did you just
think there wasn't UI for this?
You can also right-click on the file and choose "Open With" rather
than double-clicking. And of course you can import or open the
file from within Final Cut itself.

Had a customer reporting the "Loader Send.xml" file we create
and launch to send copied files to FCP was opening in
Illustrator. On my system it was opening in Dashcode, even
though the Type and Creator codes are correctly set for FCP.
