As Jon suggested I will do own little script since I've to keep some legacy apps running on 10.5 and 10.6 where CMTime won't work.
There are some other questions:
What is NTSC 29.97 NDF for video - I've seen that for audio but never for video
What is PAL 25 DF - there is no DF with PAL.
