Please file a bug. We would like to scan for FxPlugs as they are added to the system. This is much easier with the newer-style FxPlugs. However, we aren’t currently noticing that they’ve been added.
In the meantime, in your installer, you can check to see if FCP is running and force the user to quit it before installing. This is what many installers do. It’s not unreasonable to make the user quit an application you’re trying to modify. At the very least, you could display a message at the end of install telling the user to quit and restart FCP.

This is a very common occurrence. And it frankly makes it confusing for the user.
This is another reason to either support FxPlugs as first-class citizens in FCPX, or to somehow make it clear to the user why params are not being shown (which is something that has to happen on the FCP side, because at this point our actual plug-in code has not been loaded), or to also scan for new FxPlugs when something new shows up template library.
