Though I'm not a plugin developer I've seen that as well with another FxPlug. Even worse – FCP X was crashing.
So it seems something goes wrong with these calls.

This is a very common occurrence.  And it frankly makes it confusing for the user. 

This is another reason to either support FxPlugs as first-class citizens in FCPX, or to somehow make it clear to the user why params are not being shown (which is something that has to happen on the FCP side, because at this point our actual plug-in code has not been loaded), or to also scan for new FxPlugs when something new shows up template library.
