We use PaperCut NG (http://www.papercut.com/). We don't use credit card transactions - more complicated than its worth on this campus, but I wouldn't be surprised to find that PaperCut supports it. And if it doesn't, the developers are very helpful and responsive so they could probably add that functionality for you.
Anyway, I have it setup to auto create accounts for users on the server when they add the printer or try to print to it. The account is created with a zero balance so the user has to come see me to add credit. There's no hardware other than the server and the printer.
As far as color and ink useage, PaperCut will do page level detection of color and charge the user the color price for the relevant paper size. It doesn't detect amount of color, just the presence, so if one character is colored the user is charged the same price as printing in full color. PaperCut will also handle discounts for duplex.
PaperCut handles Macs and Pc's easily - I don't think any of my users realize they're printing to a Mac server (which is just a mac mini running Snow Leopard desktop not SL server).
