We have this issue crop up semi-regularly with Intel Mac minis (I
believe just with 10.5+) with non-Apple USB keyboards. As you say,
restarting the machine seems to fix it. Does your server have 10.5
Server running on it?

the XServe, it will work unless the USB port is dead. It is
possible that if you have booted with a KVM attached, it will ignore
a directly attached keyboard thereafter.
So booting with keyboard attached - testing each port like that, any
luck?
Also worth testing a ssh login when the machine is in this state, in
case it is something greater than the USB port.
